8-4-4: TERMINATION OF SERVICE:
   A.   Service Of Order: The city council may order the termination of water service to any real estate or structure if the owner or lessee has refused to allow access and entry or has failed or refused to comply with the disconnect order requiring that the private infiltration or inflow waters be prohibited from entering the sanitary sewer system. The termination shall be effective thirty (30) days after service upon the owner or lessee. Service of the order shall be in person or by registered delivery mail.
   B.   Request For Hearing; Committee Action; Appeal:
      1.   Within fifteen (15) days after receipt of the termination order, the owner or lessee may request a hearing by filing a written request therefor with the city clerk. The filing of such request shall act as a stay of the termination order.
      2.   After the hearing, the water and sewer committee of the city may affirm, set aside or modify the terms of the order. The decision of the water and sewer committee of the city entered after such a review hearing may be appealed de novo to the city council upon the filing of a written appeal with the city clerk within ten (10) days after said decision, and the city council may affirm, set aside or modify the order as issued or as modified.
