All consumers and users of water furnished by the city shall pay a deposit for each and every water meter, and shall pay for water service or such other deposit, rate or rates as the authority's board of trustees shall by resolution establish from time to time. A. Capital Asset Fee: The Vinita utilities authority is hereby authorized to assess a capital asset fee per month for each water meter located on the Vinita utilities authority water system and shall be authorized to increase the capital asset fee upon motion of the authority from time to time as it deems appropriate.
