It is unlawful for any person, firm or corporation to obstruct any street or avenue of the city by stopping or standing any car, locomotive or any vehicle on rails on the tracks of any railroad line operating within the corporate limits of the city for a period of more than ten (10) minutes, so as to prevent the free passage of vehicles or persons on foot over and across the street or avenue where it crosses the tracks of the railroad.
