It is unlawful for any person, firm or corporation to run, drive or propel any railroad car, locomotive or any vehicle on rails at any speed greater than thirty (30) miles per hour in the city. Provided, the speed limit set forth herein shall not apply to any locomotive or railroad cars attached thereto when such locomotive has passed the last crossing encountered in traveling through the city.
