6-1-4: SPEED REGULATIONS:
   A.   Basic Rule: Any person driving a vehicle on a street shall drive the same at a careful and prudent speed not greater than nor less than is reasonable and proper, having due regard to the traffic, surface and width of the highway, and any other condition then existing; and no person shall drive any vehicle upon a highway at a speed greater than will permit him to bring it to a stop within the assured clear distance ahead.
   B.   Maximum Limits: Except when a special hazard exists that requires lower speed for compliance with subsection A of this section, the limits specified in this title or established as hereinafter authorized shall be maximum lawful speeds, and no person shall drive a vehicle on a highway at a speed in excess of such maximum limits as follows: (1986 Code § 20-39)
      1.   Twenty (20) miles per hour on any street adjacent to any school between eight o'clock (8:00) A.M. and five o'clock (5:00) P.M. on days when school is in session, except as otherwise posted or required by state authority. (1986 Code § 20-39; amd. 2005 Code)
      2.   Thirty (30) miles per hour on other streets and on streets adjacent to schools at other times than that specified immediately above; provided, that the city council by motion or resolution may reduce or increase this speed limit, and when it does so, appropriate signs shall be placed on such streets or parts of streets indicating the lower or higher speed limit.
