3-4-2: LICENSE REQUIRED; APPLICATION:
   A.   Requirement: It shall be unlawful for any person, firm, corporation or association to set up, operate or conduct or permit to be set up, operated and/or conducted in or about any place of business within the city, whether for himself as owner, lessee or otherwise or as an agent, servant or employee of another, whether serving with or without pay, two (2) or more pool tables, billiard tables, or domino tables, or combination of the same, for the purpose of having or allowing the same to be played by the public for a fee or for profit to the owner of said business or to the operator without having first obtained a license as hereinafter provided.
   B.   Application: The provisions of this chapter shall apply to all present, future, or pending applications for a pool, billiard or domino hall license and to all renewals thereof, and shall require that all such applications shall include the names of all persons who will take any part in the management, operation, or conduct of the business in question and their approval by the mayor and city council as hereinafter provided.
   C.   One License: Only one license fee shall be required for such place of business. (1986 Code § 5-9)
