305.01 POWERS OF COUNCIL.
   Council shall have authority as follows:
   (a)    To declare any street or highway or part thereof a play street and to place appropriate signs or devices in the roadway indicating and helping to protect the same.
   (b)    To designate and maintain, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections where in its opinion there is particular danger to pedestrians crossing the roadway, and at such other places as it may deem necessary.
   (c)    To establish safety zones of such kind and character and at such places as it may deem necessary for the protection of pedestrians.
   (d)    To mark traffic lanes upon the roadway of any street or highway where a regular alignment of traffic is necessary.
   (e)    To determine and designate intersections where particular hazard exists upon other than through streets or highways and to determine whether vehicles shall stop at one or more entrances to any such intersection, in which event the Mayor shall cause to be erected a stop sign at every such place where a stop is required.
   (f)    To determine and designate streets or highways, parts of streets or highways or specific lanes thereon upon which vehicular traffic shall proceed in one direction during one period and the opposite direction during another period of the day and shall place and maintain appropriate markings, signs, barriers or other devices to give notice thereof. The Mayor may erect signs temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the center line of the roadway.
      No person shall operate any vehicle in violation of such markings, signs, barriers or other devices so placed in accordance with this section.

305.02 P0STING OF SIGNS AND SIGNALS.
   (a)    Installation Generally. The Mayor shall place and maintain traffic control signs, signals and devices when and as required under the provisions of this Traffic Code and other traffic ordinances of the City to make effective such provisions of this Traffic Code and other traffic ordinances, and may place and maintain such additional traffic control devices as Council may from time to time direct.
 
   (b)    Signs Designating One-Way Streets and Alleys. Whenever any provision of this Traffic Code or other ordinance of the City designates any one-way street or alley, the Mayor shall place and maintain signs giving notice thereof, and no such regulation shall be effective unless such signs are in place. Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.
 
   (c)    Stop Signs Required on Intersecting Streets. Whenever any provision of this Traffic Code or other ordinance of the City designates and describes a through street or highway, it shall be the duty of the Mayor to place and maintain a stop sign on every street intersecting such through street or highway unless traffic at any such intersection is controlled at all times by traffic control signals.    (d)   The Mayor, upon consultation with and the recommendation of the Chief of Police, shall have the authority to erect and maintain traffic control devices, including, but not limited to, stop signs or traffic lights, at intersections where the police chief determines that the intersection is of such kind and character as to pose a potential danger to pedestrian or vehicle traffic.
