§ 70.147 OPERATION REGULATIONS.
   (A)   Control of bicycle. No person shall ride or propel a bicycle upon any street except in a careful manner and unless the person shall be capable of efficient control and operation of the bicycle.
   (B)   Carrying passenger.
      (1)   No person shall operate a bicycle within the jurisdictional limits of the city carrying another person or persons thereon unless:
         (a)   The bicycle is equipped and operated in such a manner as safety to accommodate the carriage of the additional person or persons;
         (b)   The bicycle is at all times subject to the efficient, full, and safe control of the operator; and
         (c)   The bicycle is operated so as in no way to hamper or to interfere with pedestrians or legitimate vehicular traffic or to endanger or expose to injury any person or property.
      (2)   The provisions of this division (B) shall not be construed to prohibit the carriage of a minor child or children on a bicycle operated during daylight hours by a parent or guardian of the child or children, or by an adult person with the consent of the parent or guardian of the child or children, provided that any such bicycle and the operation thereof fully comply in each and every respect with all the regulations and requirements of this section and chapter.
   (C)   Riding abreast. Persons riding bicycles upon a street shall not ride or propel a bicycle abreast of more than 1 other person riding or propelling a bicycle.
   (D)   Carrying packages. No person riding a bicycle shall carry any package, bundle, or article which prevents the rider from keeping both hands upon the handlebars.
   (E)   Speed. No bicycle shall be ridden faster than is reasonable and proper, but every bicycle shall be operated with reasonable regard to the safety of the operator and others.
   (F)   Interfering with pedestrians. No person shall ride or propel any bicycle upon any highway in the city in such a manner as to interfere with any pedestrian thereon.

§ 70.148 RIDING IN CERTAIN FIRE ZONES PROHIBITED.
   No person shall ride or propel any bicycle on the sidewalks within the downtown business district, which comprises the area within fire zone one of the city.

§ 70.149 PARKING.
   Bicycles shall be parked in places so as not to interfere with pedestrians or traffic of any kind and so as not to endanger or injure any person or property.

PEDESTRIANS
§ 70.160 RIGHTS AND DUTIES; GENERALLY.
   (A)   At uncontrolled intersections or alleys.
      (1)   The operator of any vehicle shall yield the right-of-way to a pedestrian crossing a highway within any marked crosswalk or within any unmarked crosswalk at the end of a block, or an entrance to an alley, except at intersections where the movement of traffic is regulated by police officers or traffic-control signals.
      (2)   Whenever any vehicle has stopped at a crosswalk or intersection to permit a pedestrian to cross a highway, or entrance to an alley, it shall be unlawful for the operator of any other vehicle approaching from the rear to overtake and pass the stopped vehicle.
   (B)   At controlled intersections. At intersections where traffic is controlled by traffic-control signals or by a police officer, a pedestrian shall yield the right-of-way to vehicles lawfully proceeding directly ahead on a “Go” signal and the operator of a vehicle shall yield the right-of-way to pedestrians crossing or those who have started to cross the highway, at all times when a “Stop” signal has been given to vehicular traffic.
   (C)   At any other point. Every pedestrian crossing a highway at any point other than described in divisions (A) and (B) above shall yield the right-of-way to vehicles upon the highway, provided that this provision shall not relieve the driver of a vehicle from the duty to exercise due care for the safety of pedestrians.

§ 70.161 USE OF CROSSWALKS.
   No person shall go from one side of the highway to the other except at a right angle at regular crosswalks at the end of the block upon any highway in the business section or on any through highway. A pedestrian shall use the right half of the crosswalk when crossing the highway.

§ 70.162 SOLICITING RIDES.
   It shall be unlawful for any person to stand in a highway for the purpose of soliciting rides from the operator of any motor vehicle.
