(a) The City Manager is hereby authorized to implement a policy to dispose of surplus City property consistent with the public purpose of extending the life of such property.
(b) Such policy shall include auction, trade-in or transfer of surplus property to public organizations, such as the Vandalia-Butler City Schools, or to certain non-profit organizations, such as the Vandalia-Butler Chamber of Commerce.
(c) Such policy shall not include the transfer of any such surplus property to the benefit of any private individual, private company or for-profit organization.
