230.03   EXPENDITURES FOR NON-SALARY REMUNERATION; ADMINISTRATIVE AND PROCEDURAL POLICY.
   (a)   The City Manager is hereby authorized to make expenditures for non-salary remuneration and other such amenities that have been appropriated by Council when, in his or her discretion, such expenditures would promote the best interest of the City and its residents.
   (b)   For the purpose of making expenditures provided for in subsection (a) hereof, there is hereby adopted the following Administrative and Procedural Policy:
      (1)   The Finance Director shall expend City funds as approved by the City Manager for supplies, food, beverages and staff support at meetings, work sessions or other gatherings of City employees, Council, boards, commissions, committees, volunteers and guests.
      (2)   The City Manager is hereby authorized, in his or her sole discretion, to approve the purchase of food and beverages, including alcoholic beverages, for the functions stated above when he or she deems such purchasing and consumption to be consistent with the promotion of the general business, the welfare and the best interests of the City.
      (3)   The City Manager may authorize the expenditure of City funds in recognition of years of service or in recognition of special contributions made by members of Council, City employees, volunteers of boards and commissions, the Baseball Commission, the Soccer Commission, members of the Reserve Police Unit, volunteer fire-fighters and similar groups or individuals. Examples of such expenditures are for service awards, recognition awards or items of equivalent monetary value, and for the assumption of payroll withholdings that an award recipient might otherwise be obligated for, in a manner consistent with such recognition.
      (4)   The City Manager is also authorized to maintain a supply of City memorabilia that may be given in recognition of visiting dignitaries or guests of the community or in other similar circumstances which are to be determined by the City Manager as serving the public purpose and which are not manifestly arbitrary or unreasonable. Further, such memorabilia held in surplus may be sold to the general public at a price which recovers, at a minimum, the cost of said memorabilia.
