The Council shall by a majority vote appoint a City Manager as Chief Executive Officer and Administrative Head of the city government. The City Manager shall administer the affairs of the City of Vandalia.
Appointment shall be made only on the basis of known executive and administrative qualifications or education, training, or experience in this field.
The term of his or her appointment shall continue without interruption or until removal as provided in this Charter.
No elected official shall receive such appointment during the term for which he or she shall have been elected, nor within one year after expiration of his or her term.
