The Zoning Commission shall adopt such rules and regulations as it may deem necessary to carry into effect the provisions and purposes of this Chapter. It shall hold such meetings and meet at such places from time to time and have such hearings as the Commission or a majority thereof may determine. At the first meeting of the Commission after the effective date hereof, the Commission shall elect one of their number chairman, and thereafter on May 1 of each year, the Commission shall meet and organize by electing a member to serve as chairman for one year.
