The Mayor may establish, adopt and enforce, or cause to be enforced such rules and regulations, not in conflict with this chapter, governing the exhibition, maintenance, operation and use of mechanical amusement devices as he may deem reasonable and necessary to carry out the provisions of Sections 723.01
to 723.06
. The rules and regulations when adopted shall have the same force and effect as if contained, made part of, or specifically set forth in this chapter.
