Upon compliance by the applicant for a license, as required in Section 717.05, with the provisions and requirements of Sections 717.05 to 717.20 and upon the determination by the Director of Finance that the applicant is of good moral character and that the operation of a bowling alley at the location specified in the application will not jeopardize the public peace, safety, comfort and welfare, and upon the payment of the license fee prescribed in Section 717.15, the Director may issue to the applicant a license which permits the establishment, maintenance and
operation of a bowling alley at the location specified in the application.
