A licensee whose license issued under Sections 717.05 to 717.20 has been revoked or an applicant for a license under Sections 717.05 to 717.20 to whom a license has been denied may appeal in writing to Council within ten days after the date of the revocation or denial. The appeal shall be filed with the Clerk of Council. Council shall hear the appeal within twenty days after the date of the filing of the appeal and shall affirm, disaffirm or modify the revocation or denial. The decision of Council shall be final.
