No license required by Section 717.05 shall be issued, as provided in Sections 717.05 to 717.20, unless the person applying therefor first pays to the City an annual license fee equal to the amount of twenty dollars ($20.00) for the first alley and the amount of ten dollars ($10.00) for each additional alley located, exhibited or maintained for use in the bowling alley in question. Fees so paid shall be deposited to the General Fund of the City.
