The Mayor may establish, adopt and enforce, or cause to be enforced, the rules and regulations governing the establishment, conduct, maintenance and operation of bowling alleys as he may deem reasonable and necessary and as are not inconsistent with the provisions of Sections 717.02 and 717.03. No person shall fail, neglect or refuse to comply with the rules and regulations.
