§ 95.03 DEPOSITING REFUSE IN STREETS, GUTTERS.
   (A)   It shall be unlawful for any person or persons to sweep, throw, deposit, or place any paper, refuse, garbage or animal waste into or upon any of the streets, alleys, or public places of this city.
   (B)   It shall be unlawful for any person contracted, paid or otherwise compensated for the removal of snow to place, move, plow, or dump any substantial amount of snow for any private lot, driveway, sidewalk, or other property into any street or alley within the city or upon the private property of any other person without their consent. For purposes of this division a “SUBSTANTIAL AMOUNT OF SNOW” would be defined as an amount in excess of a cubic yard.
   (C)   Division (B) of this section does not apply to authorized street maintenance personnel or other persons contracted and authorized by the city to remove snow or other debris from the city streets, alleys or other areas.
   (D)   Penalty for a violation of this section is as set out in § 95.99.

§ 95.04 SIGNS ACROSS STREETS.
   It shall be unlawful for any person to put up or maintain, or suffer to be put up or maintained, any sign, banner, or streamer or other device for advertising or business purposes, by suspending the same across any of the streets or sidewalks of this city. Nothing contained in this section shall be construed to prohibit the suspension of national flags, banners, and streamers in connection with public parades or celebrations.

§ 95.05 DESTRUCTION OF LANDMARKS PROHIBITED.
   It shall be unlawful for any person to destroy, remove, or deface any stone, stake, or other landmark which has been set or established by the City Engineer or other authorized officer of the city.

§ 95.06 PERMIT TO MOVE BUILDING.
   It shall be unlawful for any person to remove any building along or over any public street or alley, without first obtaining from the City Clerk-Treasurer a permit to do so.

§ 95.07 SNOW EMERGENCIES.
   (A)   Under appropriate circumstances, the Board of Public Works and Safety may declare one of the three emergencies enumerated in subsection (B) of this section.
   (B)   There shall be three classifications of snow emergencies or catastrophes to control street use:
      (1)   Streets are icy and hazardous with blowing and drifting snow. Drivers should drive cautiously.
      (2)   Streets are hazardous with blowing and drifting snow. No person should be driving unless it is necessary to get to and from work, for medical emergency or home necessities.
      (3)   All streets are closed to non-emergency personnel. No one should be out during these conditions. No non-emergency vehicles shall be on the city streets.
   (C)   Any person who violates this section shall be guilty of a Class C infraction.
