GENERAL PROVISIONS
It shall be unlawful for any person or persons to obstruct or hinder the free and convenient public use of any street, alley, crosswalk, or public place in this city by:
(A) Placing, piling, or displaying any goods, wares, or merchandise on or along the inner line of any sidewalk in excess of four feet on sidewalks of 16 feet or more in width or in excess of 1/4 of the width of any sidewalk where distance between the curbing and lot lines is less than 16 feet;
(B) Occupying more than three feet of the outer edge of any sidewalk of 16 feet in width, or more than 1/5 of the width of narrow sidewalks, for the deposit of goods, wares, or merchandise in the course of receipt or delivery, or for any other purpose whatsoever;
(C) Allowing any goods, wares, or merchandise to remain, for any purpose whatsoever, on or along the outer edge of any sidewalk for a longer time than six hours;
(D) Suffering or permitting any box, barrel, bale, or any kind of goods, wares, or merchandise to be placed or to remain in the roadway of any street or alley immediately adjoining and adjacent to the premises owned or occupied by such person, although he may not have, directly or indirectly caused such obstruction;
(E) Stopping any vehicle on or across any footwalk, or place where people are accustomed to cross over any street or alley, and so obstructing the same.

It shall be unlawful for any person or persons to haul or transport in or along any street or alley of this city, any stone, gravel, sand, dirt, lime, manure, offal, rubbish or other loose materials, liquids or substances in any vehicle which is not so constructed as to prevent the articles hereinbefore mentioned from dropping, sifting through or otherwise being strewn in or along such street or alley.

(A) It shall be unlawful for any person or persons to sweep, throw, deposit, or place any paper, refuse, garbage or animal waste into or upon any of the streets, alleys, or public places of this city.
(B) It shall be unlawful for any person contracted, paid or otherwise compensated for the removal of snow to place, move, plow, or dump any substantial amount of snow for any private lot, driveway, sidewalk, or other property into any street or alley within the city or upon the private property of any other person without their consent. For purposes of this division a “SUBSTANTIAL AMOUNT OF SNOW” would be defined as an amount in excess of a cubic yard.
(C) Division (B) of this section does not apply to authorized street maintenance personnel or other persons contracted and authorized by the city to remove snow or other debris from the city streets, alleys or other areas.

It shall be unlawful for any person to put up or maintain, or suffer to be put up or maintained, any sign, banner, or streamer or other device for advertising or business purposes, by suspending the same across any of the streets or sidewalks of this city. Nothing contained in this section shall be construed to prohibit the suspension of national flags, banners, and streamers in connection with public parades or celebrations.

It shall be unlawful for any person to destroy, remove, or deface any stone, stake, or other landmark which has been set or established by the City Engineer or other authorized officer of the city.

It shall be unlawful for any person to remove any building along or over any public street or alley, without first obtaining from the City Clerk-Treasurer a permit to do so.

(A) Under appropriate circumstances, the Board of Public Works and Safety may declare one of the three emergencies enumerated in subsection (B) of this section.
(B) There shall be three classifications of snow emergencies or catastrophes to control street use:
(1) Streets are icy and hazardous with blowing and drifting snow. Drivers should drive cautiously.
(2) Streets are hazardous with blowing and drifting snow. No person should be driving unless it is necessary to get to and from work, for medical emergency or home necessities.
(3) All streets are closed to non-emergency personnel. No one should be out during these conditions. No non-emergency vehicles shall be on the city streets.
(C) Any person who violates this section shall be guilty of a Class C infraction.
