(A) It is the duty of the Police Department to enforce the provisions of this traffic code. Officers of the Police Department are hereby authorized to direct all traffic, either in person or by means of visible or audible signal, in conformance with the provisions of this section, provided that in the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the Police or Fire Departments may direct traffic as conditions may require, notwithstanding the provisions of this section.
(B) The Police Department is hereby empowered to make and enforce regulations necessary to make effective the provisions of this traffic code and to make and enforce temporary regulations to cover emergencies.
(C) It shall be unlawful for any person to refuse or fail to comply with any lawful order, signal, or direction of a police officer.

TRAFFIC-CONTROL DEVICES
The city shall place and maintain official traffic-control devices when and as required under the traffic code of this city to make effective the provisions of said traffic code, and may place and maintain such additional official traffic-control devices as it may deem necessary to regulate, warn, or guide traffic under the traffic ordinances of this city or state law.

All traffic-control signs, signals, and devices shall conform to the INDIANA MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES FOR STREETS AND HIGHWAYS as approved by the State Department of Highways. All signs and signals required hereunder for a particular purpose shall, so far as practicable, be uniform as to type and location throughout the city. All traffic-control devices so erected and not inconsistent with the provisions of state law or this traffic code shall be official traffic- control devices.

The driver of any vehicle shall obey the instructions of any official traffic-control device applicable thereto placed in accordance with the provisions of this traffic code, unless otherwise directed by a police officer, subject to the exceptions granted the driver of an authorized emergency vehicle in § 71.26.

(A) The city is hereby authorized to mark traffic lanes upon the roadway of any street or highway where a regular alignment of traffic is necessary.
(B) The Board of Public Works and Safety shall establish safety zones of such kind and character and at such places as it may deem necessary for the protection of pedestrians and the same shall be so marked off and indicated by painted lanes, discs, standards, or loading platforms so as to be plainly visible at all times.

(A) No person shall place, maintain, or display upon or in view of any street or highway a sign, signal, marking, or device which purports to be, is an imitation of, or resembles an official traffic-control device or which attempts to direct the movement of traffic or which hides from view or interferes with the effectiveness of any official traffic-control device, sign, or signal.
(B) No person shall place or maintain any commercial advertising upon any street, highway, traffic sign, or signal.
(C) This section shall not be deemed to prohibit the erection upon private property adjacent to streets or highways of signs giving useful directional information and of a type that cannot be mistaken for official signs.
(D) Every such prohibited sign, signal, or marking is declared to be a public nuisance and the Chief of Police is hereby empowered to remove the same or cause it to be removed without notice.
(E) No person shall without lawful authority attempt to or in fact alter, deface, injure, knock down, or remove any official traffic- control device, sign, or any inscription, shield, or insignia thereon, or any other part thereof.
