For the purpose of this title the following definitions shall apply unless the context clearly indicates or requires a different meaning.
"AUTHORIZED EMERGENCY VEHICLES." Vehicles of the Fire Department, vehicles of the State, County, and Municipal Police Departments, vehicles of the Salvage Corps, and state, county, and municipally-owned ambulances, shall be considered authorized emergency vehicles in the order named herein. Privately-owned ambulances shall be considered authorized emergency vehicles when on emergency calls only.
"INTERSECTION." The area embraced within the prolongation of the lateral curb lines or, if none, then the lateral boundary lines of two or more streets or highways which join one another at an angle, whether or not one such street or highway crosses the other.
"MOTOR VEHICLE." Every vehicle, as herein defined, which is self-propelled.
"OPERATOR." Any person who is in actual physical control of any vehicle.
"PARKING." The standing of a vehicle, whether occupied or not, upon a roadway, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading, or in obedience of traffic regulations or traffic signs or signals.
"PEDESTRIAN." Any person afoot.
"PERSON." Any natural individual, firm, trust, partnership, association, or corporation. Whenever the word "PERSON" is used in any section of this traffic code prescribing a penalty or fine as applied to partnerships or associations, the word includes the partners or members thereof, and as applied to corporations includes the officers, agents, or employees thereof who are responsible for any violations of the section.
"POLICE OFFICER." Every officer of the city and any other duly-constituted law officer who may be aiding the police force of the city at any time, including state and county officers.
"RIGHT-OF-WAY." The privilege of the immediate use of the street or highway.
"SAFETY ZONE." The area or space officially set apart within a roadway for the exclusive use of pedestrians and which is protected or is so marked or indicated by adequate signs as to be plainly visible at all times while set apart as a safety zone.
"SIDEWALK." That portion of a street between the curb lines and the adjacent property lines.
"STREET" or "HIGHWAY." Every way set apart for public travel, except foot paths.
"TRUCK." A truck is a vehicle that has more than two rear wheels, or more than one rear axle, or has an empty vehicle weight of more than 5000 pounds.
"VEHICLE." Every device in, upon, or by which any person or property is or may be transported or drawn upon a public highway, except devices moved by human power or used exclusively upon stationary rails or tracks.

(A) Time standard. All references to time contained in this traffic code shall be the time standard that is used by the city at any given time and which may change periodically.
(B) Reference to streets. Any reference in this traffic code to a specific street, avenue, or drive shall be deemed to be a reference to the exact and correct name of such street so long as the first part of the name before the word street, avenue, or drive, as the case may be, is correctly stated.

(A) It is the duty of the Police Department to enforce the provisions of this traffic code. Officers of the Police Department are hereby authorized to direct all traffic, either in person or by means of visible or audible signal, in conformance with the provisions of this section, provided that in the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the Police or Fire Departments may direct traffic as conditions may require, notwithstanding the provisions of this section.
(B) The Police Department is hereby empowered to make and enforce regulations necessary to make effective the provisions of this traffic code and to make and enforce temporary regulations to cover emergencies.
(C) It shall be unlawful for any person to refuse or fail to comply with any lawful order, signal, or direction of a police officer.

TRAFFIC-CONTROL DEVICES
The city shall place and maintain official traffic-control devices when and as required under the traffic code of this city to make effective the provisions of said traffic code, and may place and maintain such additional official traffic-control devices as it may deem necessary to regulate, warn, or guide traffic under the traffic ordinances of this city or state law.

All traffic-control signs, signals, and devices shall conform to the INDIANA MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES FOR STREETS AND HIGHWAYS as approved by the State Department of Highways. All signs and signals required hereunder for a particular purpose shall, so far as practicable, be uniform as to type and location throughout the city. All traffic-control devices so erected and not inconsistent with the provisions of state law or this traffic code shall be official traffic- control devices.

The driver of any vehicle shall obey the instructions of any official traffic-control device applicable thereto placed in accordance with the provisions of this traffic code, unless otherwise directed by a police officer, subject to the exceptions granted the driver of an authorized emergency vehicle in § 71.26.

(A) The city is hereby authorized to mark traffic lanes upon the roadway of any street or highway where a regular alignment of traffic is necessary.
(B) The Board of Public Works and Safety shall establish safety zones of such kind and character and at such places as it may deem necessary for the protection of pedestrians and the same shall be so marked off and indicated by painted lanes, discs, standards, or loading platforms so as to be plainly visible at all times.
