1351.01 FEE FORMULA.
   The following formula is hereby fixed and determined to be the charges for building permits in the City: (Also, see Appendix A.)

1351.02 PAYMENT.
   A fee for each building permit shall be paid to the Building and Zoning Inspector as set forth in this chapter. (Ord. 755. Passed 4-14-86.)
 
1351.03 VALUATION.
   The determination of valuation under any of the provisions of this chapter shall be made by the Building and Zoning Inspector. The valuation to be used in computing the permit and plan check fees shall be the total value of all construction work for which the permit is issued, as well as all finish work, including painting, roofing, electrical, plumbing, heating, air conditioning, elevators, fire extinguishing systems and any other permanent work or permanent equipment. 1351.04 COMMENCEMENT WITHOUT PERMIT.
   Where work for which a permit is required by the Building Code and is started or proceeded with prior to obtaining such permit, the fees specified herein shall be doubled, but the payment of such double fee shall not relieve any person from fully complying with any lawful requirements in the execution of the work nor from any penalties prescribed.

1351.05 PLAN CHECKING FEES.
   When a plan is required to be submitted, a plan checking fee shall be paid to the Building and Zoning Inspector when the permit review is completed and the building permit is issued to the applicant. Plan checking fees for building of residential structures shall be the amount necessary to reimburse the City for the costs involved in reviewing the plans and specifications. Plan checking fees for all other buildings shall be the amount necessary to reimburse the City for the costs involved in reviewing the plans and specifications.
