No persons shall cause or permit the roof water drains, foundation water drains or clean water connections in or about any building premises to be connected into or to remain connected into any soil pipe, drain or lateral sewer tributary to any sanitary sewer, or cause or permit any other physical condition to exist in, on or about any building or premises, whereby either the roof water, foundation water or any clean water, from or about such building or premises is caused or permitted to flow into any soil pipe, drain or lateral tributary to any sanitary sewer.
