(A) Commercial fees are subject to the requirements of this section and of administrative rules and regulations under this chapter.
(B) Service agreements. Commercial establish-ments may obtain city collection services by entering into a service agreement with the city. The service agreement shall be signed by the person responsible for paying fees at the establishment. The requirements of section 15-31 shall apply unless the director authorizes otherwise within the service agreement.
