It shall be unlawful to drive any vehicle on any street or highway within the city under the jurisdiction of the state or county at a speed exceeding that lawfully set for the street or highway.

(A) The speed of all “vehicles of the second division” as defined in division (B) of this section shall be as follows:
(1) If the vehicle is designed and used for pulling or carrying freight and has a gross weight of 8,000 pounds or less, including the weight of the vehicle and maximum load, and is equipped with pneumatic tires, the maximum is 55 miles per hour outside of an urban district, 30 miles per hour in an urban district, and 15 miles per hour in an alley;
(2) If the vehicle is equipped with two or more solid tires, the maximum is ten miles per hour at all times and in all locations; and
(3) If the vehicle is designed and used for pulling or carrying freight and has a gross weight of more than 8,000 pounds, including the weight of the vehicle and maximum load, and is equipped with pneumatic tires, the maximum is 50 miles per hour outside of an urban district, and 30 miles per hour in an urban district, and 15 miles per hour in an alley.
(B) For the purposes of this section the term
VEHICLES OF THE SECOND DIVISION shall mean those vehicles which are designed for carrying more than ten persons, those designed or used for living quarters and those vehicles which are designed for pulling or carrying property, freight or cargo, those motor vehicles of the first division, as defined by state law, remodeled for use and used as motor vehicles of the second division, and those motor vehicles of the first division used and registered as school buses.

(A) No person shall drive a motor vehicle at a speed in excess of 20 miles per hour while passing a school zone or while traveling upon any public thoroughfare on or across which children pass going to and from school during school days when school children are present.

(B) The speed limit shall be 20 miles per hour in the speed zones which are designated as school zones, as tabulated in Chapter 73, Schedule IV.
(C) The Street Department shall post signs designating the school zones listed in Chapter 73, Schedule IV.

(A) Upon order of the City Council, the Chief of Police has conducted traffic studies of specific roadways within the corporate limits and submitted recommendations to the Law Enforcement and Emergency Services Committee, and the Committee has recommended to the City Council that certain speed limits for those roadways be established and posted, as tabulated in Chapter 73, Schedule V.
(B) Signs conforming to the Illinois Department of Transportation’s Sign Manual and Specifications shall be erected along the roadways specified in Chapter 73, Schedule V advising the public of the legal speed limit on those portions of the roadways located within the city. The location of these signs shall conform to the requirements of the Illinois Department of Transportation’s Sign Manual and Specifications.
(C) Any person who disobeys the posted maximum speed limit set pursuant to this section shall be subject to the provisions of § 71.99.

(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99.
(B) For violations of Ords. 2008-03, 2009-02, 2009-19 and 2010-16, as set forth in § 71.05 and Chapter 73, Schedule VI, any person who disobeys the stop signs to be placed pursuant to these ordinances shall be guilty of the offense of failing to obey a traffic-control device and shall be fined not less than $25 nor more than $500 for each offense.
(C) Any violation of § 71.09 as tabulated in Chapter 73, Schedule III, shall be punishable by a fine of not less than $75 and not more than $500.
(D) Any person who disobeys the posted maximum speed limits set pursuant to § 71.26 shall be guilty of the offense of speeding, and shall be fined not less than $75 nor more than $750 for each offense.
(E) Any person who disobeys the yield signs to be placed pursuant to Chapter 73, Schedule II shall be guilty of the offense of failing to obey a traffic control device, and shall be fined not less than $25 nor more than $500 for each such offense.
