For the purpose of this traffic code, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
OFFICIAL TRAFFIC CONTROL DEVICES. All signs, signals, markings and devices not inconsistent with this chapter placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning or guiding traffic.
TRAFFIC CONTROL SIGN OR DEVICE. All signs, signals, markings and devices not inconsistent with this traffic code placed or erected by authority of the city for the purpose of regulating, warning or guiding traffic.
TRAFFIC CONTROL SIGNAL. Any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and to proceed.

It shall be the duty of the Police Department of this city to enforce the provisions of this traffic code. Officers of the Police Department are hereby authorized to direct all traffic, either in person or by means of visible and/or audible signals in conformance with the provisions of this traffic code, providing that in the event of a fire or other emergency or to expedite traffic or safeguard pedestrians, officers of the Police Department or Fire Department may direct traffic, as conditions may require, notwithstanding the provisions of this traffic code.

The city is hereby empowered by resolution to make and enforce regulations necessary to make effective provisions of this traffic code, and to make and enforce temporary regulations to cover emergency or special conditions.

No person shall willfully fail or refuse to comply with any lawful order or direction of any police officer invested by law with authority to direct, control or regulate traffic.

All vehicles in the city shall be subject to and shall be governed by the provisions of the Uniform Act Regulating Traffic on Highways, as found in Tex. Transportation Code Ch. 545 et seq., and as amended from time to time.
