The city is hereby empowered by resolution to make and enforce regulations necessary to make effective provisions of this traffic code, and to make and enforce temporary regulations to cover emergency or special conditions.

No person shall willfully fail or refuse to comply with any lawful order or direction of any police officer invested by law with authority to direct, control or regulate traffic.

All vehicles in the city shall be subject to and shall be governed by the provisions of the Uniform Act Regulating Traffic on Highways, as found in Tex. Transportation Code Ch. 545 et seq., and as amended from time to time.
