§ 70.03 CITY COUNCIL AUTHORIZED TO ADOPT EMERGENCY AND OTHER REGULATIONS.
   The city is hereby empowered by resolution to make and enforce regulations necessary to make effective provisions of this traffic code, and to make and enforce temporary regulations to cover emergency or special conditions.
