313.08. Alteration, injury, removal of traffic control devices.
   No person shall without lawful authority attempt to or willfully alter, deface, injure, knock down or remove any traffic control device, any railroad sign or signal, or any inscription, shield or insignia thereon, or any part thereof.
   This prohibition includes the driving upon or over any freshly painted center line, lane line, letter, number or symbol on the surface of a roadway while the paint is in an undried condition and is marked by flags, marker, signs or other devices intended to protect it.

313.09. Misuse of pedestrian push-button signals.
   (a)   No person shall actuate any pedestrian push-button traffic signal except for the express purpose of immediately thereafter crossing the street upon which traffic has been halted by such signal.
   (b)   No person shall actuate any pedestrian push-button traffic signal for the purpose of crossing or recrossing the street upon which traffic is halted by such signal with intent to impede or interfere with the normal flow of traffic at such crossing.

313.10. Manual and specifications.
   (a)   All traffic control devices shall conform to the manual and specifications of the Department of Transportation of the State or to the manual adopted under the authority of subsection (b). All signs, signals and markings required hereunder for a particular purpose shall so far as practicable be uniform as to type and location throughout the City. All traffic control devices so erected and not inconsistent with the provisions of State law or this Traffic Code shall be official traffic control devices.
   (b)   The Commissioner of Transportation shall adopt a manual and specifications for a uniform system of traffic control devices in construction areas for use upon public ways within the corporate limits of the City. The manual shall specify the types of signs, signals, markings, barricades and warning devices, periods of full or partial street and sidewalk closures and any other item that the Commissioner deems necessary to the safe and efficient movement of vehicles and pedestrians through and around construction areas. Such uniform system shall correlate with, and so far as possible, conform to or may consist in whole or in part of the Ohio Manual of Uniform Traffic Control Devices for Streets and Highways prepared by the Ohio Department of Transportation.

313.11. Malfunctioning traffic signals.
   The driver of a vehicle, streetcar or trackless trolley who approaches an intersection where traffic is controlled by traffic control signals shall do all of the following, if the signal facing him either exhibits no colored lights or colored lighted arrows or exhibits a combination of such lights or arrows that fail to clearly indicate the assignment of right of way:
   (a)   Stop at a clearly marked stop line, but if none, stop before entering the crosswalk on the near side of the intersection, or, if none, stop before entering the intersection;
   (b)   Yield the right of way to all vehicles, streetcars or trackless trolleys in the intersection or approaching on an intersecting road, if the vehicles, streetcars or trackless trolleys will constitute an immediate hazard during the time the driver is moving across or within the intersection or junction of roadways;
   (c)   Exercise ordinary care while proceeding through the intersection.
