(a) No person shall actuate any pedestrian push-button traffic signal except for the express purpose of immediately thereafter crossing the street upon which traffic has been halted by such signal.
(b) No person shall actuate any pedestrian push-button traffic signal for the purpose of crossing or recrossing the street upon which traffic is halted by such signal with intent to impede or interfere with the normal flow of traffic at such crossing.
