(a) All traffic control devices shall conform to the manual and specifications of the Department of Transportation of the State or to the manual adopted under the authority of subsection (b). All signs, signals and markings required hereunder for a particular purpose shall so far as practicable be uniform as to type and location throughout the City. All traffic control devices so erected and not inconsistent with the provisions of State law or this Traffic Code shall be official traffic control devices.
(b) The Commissioner of Transportation shall adopt a manual and specifications for a uniform system of traffic control devices in construction areas for use upon public ways within the corporate limits of the City. The manual shall specify the types of signs, signals, markings, barricades and warning devices, periods of full or partial street and sidewalk closures and any other item that the Commissioner deems necessary to the safe and efficient movement of vehicles and pedestrians through and around construction areas. Such uniform system shall correlate with, and so far as possible, conform to or may consist in whole or in part of the Ohio Manual of Uniform Traffic Control Devices for Streets and Highways prepared by the Ohio Department of Transportation.
