130.06. Personal nonliability of Fire personnel performing emergency treatment.
   Any claim or suit brought against any member or employee of the Department of Fire and Rescue Operations of the City, arising from or because of any action or inaction by such member or employee in the scope of his employment as a member of a medical emergency unit or paramedic unit or other emergency unit on a medical assignment, operated by the Department of Fire and Rescue Operations, shall be defended by the City until the final termination of the proceedings therein. The City shall save such member or employee of the Department of Fire and Rescue Operations harmless from personal liability or any judgment resulting from such claim or suit defended by the City.

130.07. Police powers of Arson Unit officers.
   Fire officers assigned to the Arson Unit are hereby granted police powers to enforce the laws of the State and the ordinances of the City and to apprehend violators of such laws and ordinances within the City while on active duty with the Arson Unit.
   The fire officers shall be law enforcement officers as defined in Ohio R.C. 2901.01(K)(2) upon the completion of a minimum of 280 hours of training at the Toledo Police Academy or its equivalent, and be certified as peace officers in the State and have taken an oath as a law enforcement officer as administered by the Clerk of Council.

130.08. Fire protection to adjoining governmental entities.
   (a)   The Department of Fire and Rescue Operations is hereby authorized to provide fire protection to any county, municipal corporation, village or township which is contiguous to the corporate limits of the City in case of a fire and/or a life threatening situation.
   (b)   The Director of Fire and Rescue Operations or his duly designated subordinates are authorized to provide such fire protection pursuant to the provisions of this section.
   (c)   Whenever officers of the Department of Fire and Rescue Operations act pursuant to subsection (a) hereof, such action is hereby declared to be within the scope of their employment, so long as such act would be within the scope of such employment if done within the corporate limits of the City, and all legal protection afforded to such officers in the course of their employment within such corporate limits shall continue when acting in another jurisdiction.

130.09. Section of Radio Communications.
   A Section of Radio Communications is hereby created in the Department of Fire and Rescue Operations to provide radio communications support to the various City operations under the supervision and control of the Director of Fire and Rescue and/or the Director's designee.
