1307.02. Permit fees for buildings and structures.
   In addition to the permit fees listed below, a Certificate of Zoning Compliance shall be required for all new construction of buildings or structures and/or new additions to existing buildings and structures regulated by the Ohio Building Code and/or the Residential Code of Ohio. A Certificate of Zoning Compliance shall also be required for all residential and commercial accessory structures, ramps, decks, regardless of size, for all fences regardless of height, and all pools greater than 24" in depth.
   (a) Residential 1, 2, or 3 family dwellings
      1. New construction, additions, alterations (interior or exterior), & their accessory structures.
         Base fee   $60.00
         Additional fee of $0.20 per gross square foot (100 sq. ft. minimum per alteration)
      2. Residential non-structural exterior alterations.
         $60.00 per alteration (roofs, siding, doors, windows)
   (b) Commercial buildings and 4 family or larger residential buildings - new construction, additions or alterations (interior or exterior).
      Base fee   $75.00
      Additional fee of $0.20 per gross sq. ft. (100 sq. ft. minimum per alteration)
   (c) Festivals and/or tents.
      First Tent $75.00 + $25.00 for each additional tent
   (d) Removal and demolition. (See Section 1305.09 )
      Buildings not exceeding 6,000 cu. ft.   $75.00
      Buildings 6,000 to 50,000 cu. ft.      $100.00
      Buildings in excess of 50,000 cu. ft.    $100.00
         plus $3.00/1,000 cu. ft. or fraction thereof

1307.03. Plan Review & Early Start Phased Permit Fees.
   (a) Plans submitted for examination under the Ohio Building Code or its associated mechanical and electrical codes.
      1. Plan Examination: $75.00 base fee;
         plus $.03 (cents) per square foot (100 sf min.)
      2. Resubmissions. The fees set forth in section 1307.08(a) shall include one (1) initial plan review and one (1) resubmission plan review to resolve issues resulting from correction letters. The fee for plan review after the first (1st) resubmission shall be one hundred fifty dollars ($150.00) and three hundred dollars ($300.00) for each additional resubmission.
      3. Amended construction documents, after initial plan approval: $100.00 per submission
      4. Phased plan approval, after initial plan approval: $100.00 per phase submission; plus $.03 (cents) per square foot (100 sf min.)
   (b) Plans submitted for examination under the Residential Code of Ohio.
      1. Residential plan examination: $50.00 base fee; plus $.03 (cents) per square foot (100 sf min.)
      2. Residential resubmissions. The fees set forth in section 1307.08(b) shall include one initial plan review and one resubmission plan review to resolve issues resulting from correction letters. The fee for plan review after the first (1st) resubmission shall be seventy-five dollars ($75.00) and for each additional resubmission.
      3. Amended construction documents: $50.00 per submission.
   (c) Early Start Phased Permit (ESPP)
      1. Persons applying for permits for interior alterations which do not involve structural changes may apply for an Early Start Phased Permit (ESPP). Construction work under an ESPP is limited to work up to the rough-in-stage and no work may be concealed.
      2. Issuance of an ESPP allows work to commence while plans are being reviewed prior to permit issuance. Inspections will not be made for any work performed under an ESPP until permits for the work are issued.
      3. All work done under an ESPP will be performed at the applicant's risk. The Division of Building Inspection is under no obligation to approve work performed under an ESPP not conforming to the applicable codes. The Division of Building Inspection may order removal of some or all work performed under an ESPP not conforming to the applicable codes. The Division of Building Inspection or City of Toledo shall not be held liable for any damages associated with issuance of an ESPP, wherein work does not conform to the applicable codes.
      4. Early Start Phased Permit (ESPP) fees:
         a. Building permits - one half of one percent (.005) of the building permit valuation (minimum $100.00)
         b. Electrical, Plumbing, HVAC, Hydronic, or Refrigeration & pressure piping permits; $100.00 each
      5. Early Start Phased Permits (ESPP) shall expire upon issuance of a permit for the work or ninety days after issuance, whichever is first.

1307.04. Electrical.
   (a) Registration fees.
      Electrical contractor, commercial or residential       $200.00

   (b) Annual renewal fees.
      Electrical contractor, commercial or residential       $140.00

   (c) Electrical Permit fees. The cost of all permits will be on the basis of fees listed except when the total is less than the established minimum fee of seventy-five dollars ($75.00) for any permit.

      6. Release of electrical services.

      7. Electrical services, including packaged: connected solar arrays, photovoltaic modules, and wind turbines in all occupancies, per amp. $0.50 per amp
      Note: Fees for multi- residential occupancy shall be based on total amp capacity per unit.
      8. Motors. (per motor)
         a. Not exceeding 5 hp             $6.00
         b. Over 5 hp to 100 hp             $6.00 plus $0.50/hp
         c. Over 100 hp or fraction thereof       $60.00 plus $0.25/hp
      Note: Group installations required for operation of a machine or components will be based on total rated horsepower at fees listed herein.

   (a) Registration fees.

   Plumbing fixtures, all occupancies (new or replacement) includes all plumbing fixtures, water heater, water line, water service, sanitary pipe, backflow protection device, interceptors, floor drains, tempering valves, etc.
      1. Commercial plumbing fees
         A. New, alterations, replacements, or additions.
         Base fee                           $100.00 plus $6.00 each fixture
         B. Water distribution system backflow and cross-connection control building survey.
         Category I - high hazard occupancy (annual fee)          $100.00
         Category II - intermediate or low hazard occupancy (fee for two years)    $75.00
      2. Residential plumbing fees, 1, 2, or 3 family dwellings
         A. New construction, $90.00 base fee plus $6.00 each additional fixture
         B. Existing Residential $65.00 base fee plus $6.00 each additional fixture
   (d) Hydronic Permit Fees
      1. Commercial hydronic heating or cooling permit fees
         A. New system $75.00 per 30,000 BTU connected load or fraction thereof.
         B. Replacement (less than 200,000 BTU) $75.00 per 30,000 BTU connected load or fraction thereof.
         C. Fixture replacement $75.00 each (cooling towers, unit heaters, baseboards, convectors, radiators, fan coils, etc.)
      2. Residential hydronic heating or cooling fees, 1, 2, or 3 family dwellings
         A. New, alterations, replacements, or additions. $65.00 per unit (boilers, space heaters, etc.)

1307.06. Comfort heating, ventilating, and cooling (HVAC).
    (a) Registration fees.
      HVAC contractor      $200.00

   (b) Annual renewal fees.
      HVAC contractor      $140.00

   (c) HVAC Permit fees.
      1. Residential heating and air conditioning permits for all energy sources including geo-thermal systems and packaged, connected assembly of solar modules. Geo-thermal systems require a separate pressure piping permit. Fees for multiple residential occupancy shall be the fee listed herein for single dwelling unit multiplied by the number of dwelling units involved.
         A. Heating, ventilating, or cooling (new or replacement)    $75.00 per unit
         B. Any ductwork (new, replacement, or alteration)       $75.00
      2. Commercial heating, ventilating, and air conditioning permits (includes 4 family or larger residential buildings) for all energy sources including geo-thermal systems and packaged, connected assembly of solar modules. Geothermal systems require a separate pressure piping permit.
         A. Commercial - new, $100.00 base fee
         Plus, per sq. ft. charge (100 sq. ft. minimum) $0.05
         B. Commercial - replacements $100.00 per heating or cooling unit (5-ton capacity or less, additional fee of $10.00 per ton over 5-ton capacity.)
         C. Mechanical alterations - $100.00 per system
            1. Ductwork, variable air volume boxes, duct smoke detectors, fire dampers, etc.
         D. Type 1 and 2 range hoods (new or replacement) $150.00 per device

1307.07. Refrigeration and pressure piping.
   (a) Registration fees.
      Refrigeration contractor   $200.00

   (d) Pressure Piping permit fees
      1. Geothermal loops, fuel oil, etc.
         A. Commercial - new, alterations, replacements, or additions $100.00 per piping system
         B. Residential - new, alterations, replacements, or additions $75.00 per piping system
      2. Fuel Gases (natural, fuel, LP, etc.) - new, alterations, replacements, or additions
         A. Commercial - $150.00 for the first device valve plus $20.00 for each additional valve
         B. Residential - $75.00 for the first device valve plus $20.00 for each additional valve
      3. Storage tanks (separate foundation permit may be required).
         A. Each tank (up to 1000 gallons) $75.00, plus $5.00 each additional 1,000 gallons or partial thereof. Maximum fee per tank $500.00.

1307.08. Administrative fees.
   (a) When the application for a permit has been properly completed, accepted by the Division of Building Inspection, all required fees have been paid, and the project or improvement is then canceled by the contractor and/or property owner, then there shall be no refund of the permit fee.
   (b) When a project is canceled and a new permit for the same project is secured by another contractor or a property owner, the contractor securing the original permit which was canceled shall be entitled to a refund of the permit fee minus a fifty-dollar ($50.00) processing fee.
   (c) Applicants for examinations and/or registrations under this chapter who are not accepted as qualified applicants shall be entitled to a refund of the application fee minus a twenty-five dollar ($25.00) processing fee.
