(a) Every person desiring to be certified as provided for in this chapter shall file with the Commissioner of Building Inspection upon a form furnished by such Commissioner, a sworn statement setting forth facts and qualifications which entitle the applicant to registration under the provisions of this chapter.
(b) The fee for examination or contractor certificates shall be as provided in Chapter 1307 and shall accompany the application thereof. In consideration of the examination fee the applicant, upon successfully passing the examination, shall receive an initial certificate of registration.
(c) The traveler journeyman certificate shall be issued to those trade journeymen so qualified for a six-month period from the date of issuance. This certificate is renewable for one additional period only, provided the holder of the traveler journeyman certificate makes application to be examined at the next regularly scheduled examination for that particular trade. It shall be necessary that the applicant pay the appropriate examination fee, as provided herein, prior to the issuance of the second certificate. A full six-month traveler journeyman certificate shall be issued to any applicant only once in any four calendar year period. The second traveler journeyman certificate shall become void when the applicant is notified of the results of the examination.
(d) The apprentice certificate shall be issued to those persons who, as a principal occupation, are enrolled in a recognized apprenticeship course approved by the Board of Control or is engaged in a recognized program approved by the Board of Control under the direct control of a contractor in that trade. The apprentice certificate shall be renewable annually for no more than five consecutive years.
(e) Each application for a contractor certificate or renewal thereof shall be accompanied with a contractors agreement with the Commissioner of Building Inspection acknowledging their knowledge of the requirements of Chapter Eleven, Section 1111.1100 of the Toledo Municipal Code requiring the approval of a historic district commission for any environmental changes to property within the historic district, and agreeing to comply with its provisions.

(a) Scope. Applicants shall be examined by the Board of Control, the Division of Building Inspection and the Civil Service Commission staff to determine their knowledge, ability and qualifications to engage in or work at the trade for which they have made an application. The respective Board of Control shall formulate the questions to be used by the Division of Building Inspection in preparing the examinations.
The examination shall be held in the presence of the Commissioner of Building Inspection or his delegated alternate, a member of the Board of Control of the respective trade and a member of the Civil Service Commission staff. The Commissioner of Building Inspection or his delegated alternate shall receive from the applicant his completed examination papers and these examination papers shall remain in the control of the Commissioner of Building Inspection until the examination paper is graded in the presence of the Commissioner of Building Inspection or his delegated alternate, the chairman of the Board of Control of the respective trade or his delegated alternate and a member of the Civil Service Commission staff.
(b) Records. Examinations shall be in writing and the examination results shall be kept in the office of the Commissioner of Building Inspection. Records shall include dates, names, grades received and type of examination taken.
(c) Time and Date of Examination. The Commissioner of Building Inspection shall be responsible for determining the times and places of the examination and shall be responsible for all applicants for certification whose applications have been received by the Commissioner of Building Inspection as herein provided.
(d) Failure to Pass. Each part of an examination shall be separately rated. The final score for the total examination shall be rated on a scale from 100 to seventy with seventy the required minimum rating. Where qualifying tests are given, they may be rated separately and only those who attain a passing mark may be permitted to enter the remaining parts of the examination.
(e) Examinations shall be required for the following classifications outlined in Section 1311.05. Electrical contractor residential, electrical journeyman, electrician journeyman residential, plumber journeyman, hydronics journeyman, HVAC journeyman, journeyman refrigeration.

(a) Expiration. Certificates issued in accordance with this chapter shall expire at midnight on December 31st. Certificates may be renewed with no penalty up until January 31st of the succeeding year. Certificates after January 31st up until December 31st may be renewed with an added penalty of $50.00. Certificates shall not be renewed after 12 months from the original expiration. No work shall be performed with an expired certificate.
(b) Expiration over 12 months. Any person who fails to renew their certificate of qualification as provided in subsection (a) of this chapter hereof, shall be considered a new applicant and must pay the original registration fee along with passage of the appropriate exam. Note: See Section 1311.05(b)(3)D. for renewal after expiration requirements for electrical journeyman.
(c) Application for Renewal. Application for certificate renewal shall be made on a form furnished by the Division of Building Inspection for this purpose.

(a) The provisions of this chapter shall not apply to municipalities, public institutions or industrial plants which maintain a department for the maintenance, repair or alteration of electrical, plumbing, warm air heating and air conditioning or refrigeration installations as defined in this Building Code, in or about the premises used for the conducting of their business.
(b) The owner of a single-family or one-family dwelling need not be licensed or registered nor hold a certificate personally to perform work upon the premises occupied by the owner thereof.
(c) Provided, however, all work shall be done in conformity with the provisions of this Building Code and no work shall be done unless all permits, inspections and approvals required by this chapter are secured.
