CERTIFICATES
1311.01. General.
   (a)   No person, firm or corporation shall display a sign stating or implying that he, she, they or it are electrical, plumbing, warm air heating and air conditioning or refrigeration contractors, or shall advertise by means of business cards, stationery, advertisement or trade or telephone listing or otherwise indicate or represent, orally or in writing, that he, she, they or it are in the electrical, plumbing, warm air heating and air conditioning or refrigeration business or trade, unless he, she, they or it first obtains a certificate of registration as provided by this chapter.
   (b)   Nothing in this chapter shall prohibit a general contractor not registered as herein provided from bidding upon or soliciting electrical, plumbing, warm air heating and air conditioning or refrigeration work in connection with the construction, remodeling, alteration or repair of a building or premises; provided, however, all such work is done by registered tradesmen and under the supervision or direction of a contractor registered to do such work as provided by this chapter.
   (c)   No person, firm or corporation holding a certificate as provided herein shall loan or extend the right to privileges given thereunder for work contracted for or done by any person other than the registrant or registered tradesmen working under his direction or supervision, and any violation thereof shall cause such certificate to be suspended or revoked as hereinafter provided.
   (d)   Persons, firms, or corporations required to obtain a certificate of registration as prescribed in this Part Thirteen - Building Code or by the State of Ohio, when found to be in non-compliance with the provisions set forth herein, shall constitute a separate offense than that of the person, firm, or corporation employing that person. Said offender shall be liable to the penalties and fines shown in Chapter 1319 of this Part Thirteen - Building Code.

1311.02. Revocation of certificates.
   No certificate issued in accordance with the provisions of this chapter shall be assignable or transferable. Any such certificate may, after hearing, be suspended or revoked by the board of control having jurisdiction, if the person, firm or corporation holding such certificate willfully, or by reason of incompetence, violates any statutes of the State or any ordinance, rule or regulation of the City relating to work performed under requirements or certification.
