(a) "Certificate of registration" means a certificate which authorizes a person, by reason of qualification through an examination, to install and/or supervise work in accordance with the provisions of this chapter.
(b) "Traveler journeyman certificate" means a certificate which authorizes a person who is properly qualified in areas outside the City who submits documentation proving his trade qualifications and does not possess a City of Toledo Division of Building Inspection certification of registration as a journeyman to install and/or supervise work in accordance with the provisions of this chapter.

(a) General. It is the intent that this section of this code is meant solely to regulate the qualifications of persons, firms or corporations involved in the building construction industry and all experience, training and testing required in this and other related sections must be related directly to building construction.
(1) Contractor. There shall be created in each of the mechanical trades a classification known as contractor. A mechanical contractor who holds an active mechanical contractor's license with the State of Ohio and the City of Toledo is not required to carry a City of Toledo journeyman's license in order to work. However, a mechanical contractor with his State contractor's license held in escrow by the State, must have a current and active City of Toledo journeyman's license to work in the City of Toledo.
(2) Apprentice. There shall be created in each of the mechanical trades a classification known as apprentice.
(3) Journeyman. There shall be created in each of the mechanical trades a classification known as journeyman.
(4) Traveler journeyman. There shall be created in each of the mechanical trades a classification known as traveler journeyman and shall possess the qualifications as provided in Section 1311.03(b).
(b) Electrical.
(1) "Electrical contractor," means one who has the ability to design and lay out a complete electrical system for all occupancies governed by the Ohio Building Code, the Residential Code of Ohio, and the Toledo Municipal Code.
A. The applicant shall be licensed and provide a copy of a valid certification of qualification from the Ohio Construction Industry Examining Board prior to obtaining a certificate of registration from the City of Toledo Division of Building Inspection.
(2) Deleted 2011 (in non-compliance with State's Board of Building Standards).
(3) "Electrician journeyman, general" means one who:
A. Has learned the trade of building construction electrician and must have completed an accredited electrical building construction apprenticeship program approved by the U.S. Department of Labor Bureau of Apprenticeship and Training and approved by the Electrical Board of Control or must submit documentation to the Commissioner of Building Inspection that the applicant successfully completed a training program equivalent to the approved accredited apprenticeship program; or
B. Presents documentation to the Commissioner of Building Inspection that the applicant was employed as a building construction journeyman electrician for a period of time equivalent to that required for the approved apprenticeship program as set forth in subsection (b)(3)A. hereof or:
C. Shall have graduated from a college approved by the Board of Control with a bachelor's degree in electrical engineering or had school training approved by the Board of Control equivalent to such experience.
D. To insure journeymen stay abreast of the code changes all journeymen shall be required to show successful completion of ten hours of Board approved continuing education programs within twelve (12) months after the City of Toledo adopts the updated National Electrical Code. If the applicant fails to submit the required continuing education during the renewal period, he or she must reapply for the initial exam.
(4) "Electrician apprentice" means one who is enrolled in an accredited electrical building construction apprenticeship program approved by the U.S. Department of Labor Bureau of Apprenticeship and Training and by the Board of Control or is enrolled in a recognized apprenticeship program approved by the Board of Control.
(5) "Residential electrician journeyman" means one who:
A. Has learned the trade of residential electrician and must have completed a recognized residential electrical training program approved by the Board of Control or must submit documentation to the Commissioner of Building Inspection that the applicant successfully completed a training program equivalent to a recognized residential electrical training program approved by the Board of Control under the direct control of an electrical contractor, who is presently certified to perform work within the City; or
B. Presents documentation to the Commissioner of Building Inspection that the applicant was employed as a residential electrician in a governmental jurisdiction for a period of time equivalent to that required for the approved residential electrical training program as set forth in subsection (b) (5) A. hereof or;
C. Shall have graduated from a college approved by the Board of Control or had school training approved by the Board of Control equivalent to such experience.
(c) Plumbing.
(1) "Plumbing contractor" or "hydronics contractor" means one who has the ability to design and lay out a complete plumbing system including waste, vent and potable water lines and/or hydronic heating system, for all occupancies governed by the Ohio Building Code, the Residential Code of Ohio, and the Toledo Municipal Code. The applicant shall be licensed and provide a copy of a valid certificate of qualification from the Ohio Construction Industry Examining Board prior to obtaining a certificate of registration from the City of Toledo's Division of Building Inspection.
(2) "Plumber journeyman" or "hydronics journeyman" means one who:
A. Has learned the trade of plumbing or hydronics and must have completed a recognized apprenticeship program approved by the Board of Control or must submit documentation to the Commissioner of Building Inspection that the applicant successfully completed a training program equivalent to a recognized apprenticeship program approved by the Board of Control under the direct control of a plumbing contractor or hydronics contractor, who is presently certified to perform work within the City; or
B. Presents documentation to the Commissioner of Building Inspection that the applicant was employed as a plumber journeyman in a governmental jurisdiction for a period of time equivalent to that required for the approved apprenticeship program as set forth in subsection (c)(2)A. hereof.
(3) "Plumber apprentice" or "hydronics apprentice" means one who, as principal occupation, is enrolled in an apprenticeship program approved by the Board of Control or is engaged in a recognized apprenticeship program approved by the Board of Control under the direct supervision of a plumbing contractor or hydronics contractor who is presently certified to perform work within the City.
(d) Comfort Heating and Cooling, a.k.a. Heating, Venting and Air-Conditioning (HVAC).
(1) "HVAC contractor" means one who has the ability to design and lay out a complete comfort heating and cooling forced air system for all occupancies governed by the Ohio Building Code, the Residential Code of Ohio, and the Toledo Municipal Code. The applicant shall be licensed and provide a copy of a valid certificate of qualification from the Ohio Construction Industry Examining Board prior to obtaining a certificate of registration from the City of Toledo's Division of Building Inspection.
(2) "HVAC journeyman" means one who:
A. Has learned the trade of heating, ventilation and air conditioning and must have completed a recognized apprenticeship program approved by the Board of Control or must submit documentation to the Commissioner of Building Inspection that the applicant successfully completed a training program equivalent to a recognized apprenticeship program approved by the Board of Control under the direct control of a HVAC contractor, who is presently certified to perform work within the City; or
B. Presents documentation to the Commissioner of Building Inspection that the applicant was employed as a HVAC journeyman in a governmental jurisdiction for a period of time equivalent to that required for the approved apprenticeship program as set forth in subsection (d)(2)A. hereof.
(3) "HVAC apprentice" means one who, as a principal occupation, is enrolled in an apprenticeship program approved by the Board of Control or is engaged in a recognized apprenticeship program approved by the Board of Control under the direct control of a HVAC contractor, who is presently certified to perform work within the City.
(e) Refrigeration.
(1) "Refrigeration contractor" means any person who proceeds with or has charge of laying out or installation, alteration, replacement or repair of any refrigerating system or any piping, apparatus, appliance, device or accessory connected therewith for all occupancies governed by the Ohio Building Code, the Residential Code of Ohio, and the Toledo Municipal Code. The applicant shall be licensed and provide a copy of a valid certificate of qualification from the Ohio Construction Industry Examining Board prior to obtaining a certificate of registration from the City of Toledo's Division of Building Inspection.
(2) "Refrigeration journeyman" means one who:
A. Has learned the trade of refrigeration and must have completed a recognized apprenticeship program approved by the Board of Control or must submit documentation to the Commissioner of Building Inspection that the applicant successfully completed a training program equivalent to a recognized apprenticeship program approved by the Board of Control, under the direct control of a refrigeration contractor, who is presently certified to perform work within the City; or
B. Presents documentation to the Commissioner of Building Inspection that the applicant was employed as a refrigeration journeyman in a governmental jurisdiction for a period of time equivalent to that required for the approved apprenticeship program as set forth in subsection (e)(2)A. hereof.
(3) "Refrigeration apprentice" means one who, as a principal occupation, is enrolled in a recognized apprenticeship program, approved by the Board of Control or is engaged in a recognized apprenticeship program approved by the Board of Control under the direct control of a refrigeration contractor, who is presently certified to perform work within the City.

(a) Every person desiring to be certified as provided for in this chapter shall file with the Commissioner of Building Inspection upon a form furnished by such Commissioner, a sworn statement setting forth facts and qualifications which entitle the applicant to registration under the provisions of this chapter.
(b) The fee for examination or contractor certificates shall be as provided in Chapter 1307 and shall accompany the application thereof. In consideration of the examination fee the applicant, upon successfully passing the examination, shall receive an initial certificate of registration.
(c) The traveler journeyman certificate shall be issued to those trade journeymen so qualified for a six-month period from the date of issuance. This certificate is renewable for one additional period only, provided the holder of the traveler journeyman certificate makes application to be examined at the next regularly scheduled examination for that particular trade. It shall be necessary that the applicant pay the appropriate examination fee, as provided herein, prior to the issuance of the second certificate. A full six-month traveler journeyman certificate shall be issued to any applicant only once in any four calendar year period. The second traveler journeyman certificate shall become void when the applicant is notified of the results of the examination.
(d) The apprentice certificate shall be issued to those persons who, as a principal occupation, are enrolled in a recognized apprenticeship course approved by the Board of Control or is engaged in a recognized program approved by the Board of Control under the direct control of a contractor in that trade. The apprentice certificate shall be renewable annually for no more than five consecutive years.
(e) Each application for a contractor certificate or renewal thereof shall be accompanied with a contractors agreement with the Commissioner of Building Inspection acknowledging their knowledge of the requirements of Chapter Eleven, Section 1111.1100 of the Toledo Municipal Code requiring the approval of a historic district commission for any environmental changes to property within the historic district, and agreeing to comply with its provisions.

(a) Scope. Applicants shall be examined by the Board of Control, the Division of Building Inspection and the Civil Service Commission staff to determine their knowledge, ability and qualifications to engage in or work at the trade for which they have made an application. The respective Board of Control shall formulate the questions to be used by the Division of Building Inspection in preparing the examinations.
The examination shall be held in the presence of the Commissioner of Building Inspection or his delegated alternate, a member of the Board of Control of the respective trade and a member of the Civil Service Commission staff. The Commissioner of Building Inspection or his delegated alternate shall receive from the applicant his completed examination papers and these examination papers shall remain in the control of the Commissioner of Building Inspection until the examination paper is graded in the presence of the Commissioner of Building Inspection or his delegated alternate, the chairman of the Board of Control of the respective trade or his delegated alternate and a member of the Civil Service Commission staff.
(b) Records. Examinations shall be in writing and the examination results shall be kept in the office of the Commissioner of Building Inspection. Records shall include dates, names, grades received and type of examination taken.
(c) Time and Date of Examination. The Commissioner of Building Inspection shall be responsible for determining the times and places of the examination and shall be responsible for all applicants for certification whose applications have been received by the Commissioner of Building Inspection as herein provided.
(d) Failure to Pass. Each part of an examination shall be separately rated. The final score for the total examination shall be rated on a scale from 100 to seventy with seventy the required minimum rating. Where qualifying tests are given, they may be rated separately and only those who attain a passing mark may be permitted to enter the remaining parts of the examination.
(e) Examinations shall be required for the following classifications outlined in Section 1311.05. Electrical contractor residential, electrical journeyman, electrician journeyman residential, plumber journeyman, hydronics journeyman, HVAC journeyman, journeyman refrigeration.

(a) Expiration. Certificates issued in accordance with this chapter shall expire at midnight on December 31st. Certificates may be renewed with no penalty up until January 31st of the succeeding year. Certificates after January 31st up until December 31st may be renewed with an added penalty of $50.00. Certificates shall not be renewed after 12 months from the original expiration. No work shall be performed with an expired certificate.
(b) Expiration over 12 months. Any person who fails to renew their certificate of qualification as provided in subsection (a) of this chapter hereof, shall be considered a new applicant and must pay the original registration fee along with passage of the appropriate exam. Note: See Section 1311.05(b)(3)D. for renewal after expiration requirements for electrical journeyman.
(c) Application for Renewal. Application for certificate renewal shall be made on a form furnished by the Division of Building Inspection for this purpose.
