775.14. Marks for violation.
   For the purpose of regulating licensed drivers, the Director is authorized to establish a system of violation marks for the violation of traffic ordinances relating to public vehicles, in accordance with the following classified schedule:
   (a)   Class I. Four violation marks shall be entered for each conviction of any of the following offenses:
   (1)   Improper use of spotlight.
   (2)   Not having good brakes.
   (3)   Reckless driving.
   (4)   Speeding.
   (5)   Driving to the left of the center of street.
   (6)   Disobeying traffic light, voice or hand signals.
   (7)   Not giving name when requested.
   (8)   Not assisting at, stopping at or reporting accident.
   (9)   Not making main thoroughfare stops.
   (10)   Driving wrong way on one-way streets.
   (11)   Parking too close to fire hydrant.
   (12)   Operating a public vehicle without a permit, or with a suspended or revoked permit.
   (13)   Not displaying metal tag.
   (14)   Improper or illegal manner of operation; illegal display of signs, unjustified refusal to transport passengers.
   (15)   Use of unauthorized signs or advertising.
   (16)   Failure to display rate card.
   (17)   Not giving receipt when requested.
   (18)   Not using authorized zones.
   (19)   Parked within forbidden area, or over-time.
   (20)   Not having driver's license.
   (21)   Assigning, giving or transferring badge to another person.
   (22)   Driver of a public vehicle soliciting passengers on public property, except as set forth in Section 779.03.
   (23)   Defacing identification card, badge or license certificate.
   (24)   Not stopping at unmarked railroad crossings.
   (b)   Class II. One (1) violation mark shall be entered for each conviction under any traffic ordinance governing public vehicles not included in Class I. Provided, however, that whenever a driver is fined costs, suspended, then no violation marks shall be given, although the records shall be kept by the Director.
   (c)   Class III. In addition to violation marks entered on convictions as provided in Classes I and II, the Director may, after hearing, enter marks for minor violation of rules and regulations, not exceeding one (1) mark in any single case.
