Rules and regulations adopted by the Commissioner of Health of the City of Toledo under authority given in the Housing Code, under Title Three of this Part Seventeen-Health Code.
REGULATIONS 40-1-3.12(4)(a-f):
STANDARDS FOR ACCESS WALKS.
   The following conditions constitute a defective access walk:
   a.    Adjoining sections of walks, or portions thereof, whose edges differ vertically by 2 inches or more (commonly called stub toes).
   b.    Sections of walks having disintegrated or deteriorated areas which result in uneven surfaces differing vertically by 2 inches or more (Primarily in the area of block that gets the most use).
   c.    Any section of walk broken into two or more pieces which results in uneven surfaces differing vertically by 2 inches or more.
   d.    Sections of any walk having a transverse slope in excess of 5/8 inch per horizontal foot.
   e.    The surface of walks which vary from a uniform plane by 3/4 inch or more.
   f.    Lawn area that protrudes above the level of the access walk or driveway and results in the impoundment of water to a depth of 1/2 inch or more on the walk or driveway.
   This regulation shall go into effect 30 days from the date of publication unless there is a written objection filed with the Clerk of Council.
