All airplanes, seaplanes and air-borne craft shall conform to and abide by all applicable U.S. Coast Guard and Federal Aviation Agency regulations. All aircraft when waterborne, shall be governed by U.S. Coast Guard regulations, the same as any other vessel. When air-borne they shall be governed by Federal Aviation Agency regulations and the responsibility of averting other aircraft or fixed objects such as bridges shall rest with the aircraft.
