§ 91.070 GENERAL.

No person shall commence or continue with the construction, installation or operation of facilities within a public right-of-way, except as provided in §§ 91.071 through 91.082 and 91.095 through 91.099 and in compliance with all applicable city and state codes, rules and regulations.
