All facilities located within the public right-of-way shall be constructed, installed and located in accordance with the terms of the construction permit and approved final plans and specifications for the facilities, and all applicable city codes, rules and regulations. Unless otherwise specified in an unexpired franchise agreement, whenever all existing electric utilities (excluding electric utility facilities which must remain above ground for safety reasons) or other facilities are within a public right-of-way and are required to be located underground by City Code, a provider occupying or proposing to occupy the same public right-of-way must also locate its facilities underground at its own expense.
