Any person who shall attempt to engage in a contest of speed between motor vehicles of any kind upon any public street or alley within the city shall be guilty of a misdemeanor. The fact that the actual speed attained by any vehicle attempting to engage in a contest of speed is less than the prima facie legal speed limit shall be no defense to a complaint of attempting to engage in a contest of speed in violation of this section.
