The City Commission may alter the maximum speed limit established by § 71.30 of this chapter on any street or portion thereof within the city in accord with the provisions of Tex. Transportation Code § 545.356. Whenever signs are posted giving notice of the maximum legal speed limit so established for a particular street or portion thereof, it shall be unlawful for any person to drive or operate any vehicle at a rate of speed in excess of the limit.

It shall be unlawful for any person to operate or drive any vehicle at a speed greater than 20 mph through or to overtake or pass any other vehicle in any school zone as may be marked or designated within the city during the hours indicated upon signs erected in the zones or whenever children are present in the zones.

Any person who shall attempt to engage in a contest of speed between motor vehicles of any kind upon any public street or alley within the city shall be guilty of a misdemeanor. The fact that the actual speed attained by any vehicle attempting to engage in a contest of speed is less than the prima facie legal speed limit shall be no defense to a complaint of attempting to engage in a contest of speed in violation of this section.
