Any consumer of the utility services furnished by the city whose utility services have been disconnected or terminated for the non-payment of the rates and charges due, in accordance with the city's billing and fees procedure, posted at the City's Utility Service Department, shall pay, in addition to all rates and charges due, pay a reconnection fee of $25.
Any customer of utilities furnished by the city no longer desiring any utility service shall request disconnection and termination thereof. Thereafter, the Utility Customer Service Supervisor, shall cause the meter to be removed or, in lieu thereof, the services to be terminated.
(A) The City Commission shall fix and approve the rates charged by any private public utility company doing business within the city.
(B) It shall be unlawful for any such public utility company or any officer or employee thereof to assess or charge for services rendered any rate other than the rate so fixed or approved.

If any consumer of utilities furnished by the city shall move from one location within the city to another location within the city, his or her utility services may be transferred thereto without the necessity of a new application or deposit, upon the payment of a transfer fee $25.

BACKFLOW PREVENTION
No water service connection shall be made to any plumbing system where a potential or actual contamination hazard exists unless the water supply is protected in accordance with the commission rules and this section. The city shall discontinue water service if a required backflow prevention assembly is not installed, maintained and tested in accordance with the Commission rules and with city backflow prevention program guidelines.
