8-4-3: WATER METERS:
   A.   Metered Water Required: All properties, buildings, or structures or dwelling houses, apartments, mobile homes or trailers using water from the city water supply must be equipped with a water meter. Water services may be supplied by the city at a flat rate of charge until a meter is installed.
   B.   Location; Accessibility: All water meters shall be so located as to be easily accessible by meter readers. Outside water meters shall be located in meter vaults and located in areas free of any motor vehicle traffic. The location of all meters and meter vaults shall be determined by the water superintendent.
In the case of new construction or new water service the premises shall have installed a remote reader and associated wiring as prescribed by the water superintendent and/or his designee; the city shall furnish and install a remote reader and associated hardware and appurtenances, but the water customer shall install and pay for the wiring, which wiring may be purchased by the water customer from the city.
If the water consumer shall fail to permit the installation of or shall fail to provide the city access for the installation of said remote reader and wiring within thirty (30) days of written notice of this requirement, such water consumer's water service shall be discontinued pursuant to the provisions of this chapter as a delinquent account.
   C.   Size And Type Of Water Meter: The city shall furnish water meters of proper size up to and including one inch (1") meters. Water meters larger than one inch (1") inlet and outlet shall be furnished and paid for by the water consumer. Unless otherwise approved by the water superintendent, all larger meters shall be of the type known as "compound meters" or approved equivalent. All water meters shall be frost free. The water consumer shall furnish and pay for all meter vaults. The city shall install all water meters and remote readers.
   D.   Meters To Be Sealed; Tampering Prohibited: No water shall be used by any consumer unless and until such meter is sealed by the city water department. After the meter is placed, only officers or employees of the city, properly authorized, shall be allowed to repair, remove or in any manner interfere with the same. The user of any meter shall, at all times, be responsible for any damage done to such meter. If seal is found broken, or meter has been tampered with, the meter may be relocated by the city water department, and the cost of all labor and materials used in the relocation shall be paid by the consumer.
   E.   Reading Meters: The meter reader shall read or cause to be read every meter used in the city at such times as are necessary so that the bills may be sent at the proper time.
