1-4-4: CITY JAIL:
   A.   City Jail Established: The place in the city heretofore established and used as the jail, or any other place which may be hereafter established by the city council for that purpose, is hereby declared to be the city jail. (1979 Code § 9-2-1)
   B.   Keeper Of The Jail 1 : The chief of police shall be the keeper of the jail and shall have custody over all persons confined therein and of all property pertaining thereto. (1979 Code § 9-2-2)
   C.   Prisoners:
      1.   Incarceration: The jail shall be used for incarceration of all persons arrested for violating any laws of the state, the United States or for violating any city ordinances until such person shall be lawfully brought before the court for a hearing or until such person shall be lawfully transferred to some other place of incarceration or otherwise lawfully released. (1979 Code § 9-2-3)
      2.   Escape And Aid In Escape Prohibited: It shall be unlawful for any person to escape, attempt to escape or to assist any prisoner to escape or attempt to escape from the city jail. (1979 Code § 9-2-4)
      3.   Communications With Prisoners: It shall be unlawful for any person to communicate with any prisoner held in the jail without the permission of the chief of police. (1979 Code § 9-2-5)
   D.   Penalty: Any person violating any of the provisions of this section shall, for each offense, be punished as provided in section 1-4-1 of this chapter. (1993 Code)
