(A) All charges set out in §§ 51.17 and 51.18 are to be paid within 30 days of the end of the calendar quarter in which the connection exists.
(B) All fees and charges unpaid when due, including the fees described in § 51.16, shall have added thereto a penalty of 10%, plus interest at the rate of 8% per annum, until paid.
