In addition to the charges set out in §§ 51.16 and 51.17, every sewer user shall pay a basic sewer charge of $7.50 per calendar quarter per unit for each and every calendar quarter or portion thereof such unit is connected with the city sewer system. When the fund created by this charge reaches $500,000, this basic charge will be eliminated until such fund is reduced to $300,000, at which time the basic charge will be re-established.
