§ 51.11 INSPECTION.
   (A)   The town will be obligated to provide water and/or sewer service only when the following conditions shall have been complied with:
      (1)   The applicant's installation shall have been made in accordance with the applicable way necessary for the town water or sewer facilities and lines so as to be able to furnish service to the customer;
      (2)   The town has received from the applicant, or if the town so elects, has obtained for itself, a certificate signed by the local Building Inspector that a proper building permit has been issued. All fees or other charges required to be paid in connection with the issuance of the certificates shall be borne by the applicant. The applicant by accepting water and/or sewer service assumes all liability and risk which may result therefrom.
   (B)   Any changes in or additions to the original plumbing or fixtures of an applicant or customer must be installed in compliance with the requirements of the applicable plumbing code and other requirements as may be fixed by the local Building Inspector.
