§ 51.112 USER CHARGE; DEBT SERVICE CHARGE.
   (A)   Computation.
      (1)   A user charge shall be charged in advance to each premises within the district connected to the public sewer system as follows in amount determined by resolution of the Township Board from time to time.
      (2)   The user charge shall be based on metered water usage where the premises is connected to public water and water usage is metered.
      (3)   For other premises, the user charge shall be based on the number of units assigned to the premises.
      (4)   A debt service charge, based on units assigned to the premises, may be imposed by resolution of the Township Board from time to time.
   (B)   Normal strength domestic sewage.
      (1)   The user charges imposed pursuant to this section are applicable only to users who discharge normal strength domestic sewage.
      (2)   A user who discharges toxic pollutants or sewage into the system that does not qualify as normal strength domestic sewage shall also pay a user surcharge determined pursuant to § 51.113 below.
   (C)   Special metering.
      (1)   Upon payment of a fee established by resolution of the Township Board from time to time, a property owner may arrange at its own expense to have a second water meter installed for the purpose of measuring water which is used for lawn or landscape watering, the filling of swimming pools, and similar activities in which the water used on the premises is not discharged into the system.
      (2)   Where such a meter is installed, the water usage upon which the sewer charges are based shall be the total water usage of the premises, less the amount measured by the special meter.
   (D)   Accrual date.
      (1)   User charges, and debt service charges, if applicable, shall begin to accrue as of the day of the connection of the building sewer to the public sewer system in accordance with §§ 51.055 et seq.
      (2)   If appropriate, the billing of the charges for the initial billing period shall be pro rated in arrears.
   (E)   Unoccupied premises.
      (1)   A user charge and debt service charge, if applicable, shall not be charged to a premises which is not used for a period of 12 consecutive months (which fact shall be established to the reasonable satisfaction of the township).
      (2)   The sewer service for the premises shall be turned off by the township and the appropriate miscellaneous customer fee shall be paid by the user.
